Are they allied with the Gomorra Whateley's? If so, you might want to use a few characters from there to tie everything together. Dr. Duvalier was a Sweetrock Voudon who may or may not have had ties w/LaCroix. That might go a long way towards bringing the two of them together.

Since they're in the south, and there's a Ranger involved, you may want to have a guest appearance by Bobo LaVeaux. He was a Ranger Huckster masquerading as a Voudon, and he and the Whateley's have a history together. This could make the idea of a reconciliation interesting if you use LaVeaux as one of the "demands."

As far as a leader of the Whateley clan, since you're in the Southwest, how about making him like the bug-man assassin from the second season Buffy the Vampire Slayer episode. He's more or less a sentient bundle of scorpions forced into a human shape. He can spy on them using his little critters, and no matter what kind of room he runs into, as long as it isn't airtight (and what in the old west was?), he can break down into his little crawling mass of death and escape.

Heck, go one further and make him a conglomerate of twelve Whateley allies around the country. Each one tying into a sign of the zodiac.

Just a few random thoughts while I wait for my cute other half to wake up.
