How about Rome? I read a story in one of Montague Summers vampire books that
after the Emporer Claigula died they (whoever they are I don't know) were
worried because of vampire attacks around the graveyard to they exumed his
body and sure enough, it  had moved and was filled with blood to they tried
to burn it but it got away or something like that,

makes a good story  idea that  an emporer of old Rome could become a vampire
and would now be a potent underworld kingpin or something like that
