I'm not a d20 marshall, but I do play in a couple of D&D games and run 
classic Deadlands, so here goes.

* First, Blessed often always have responsibilities which limit their 
effectiveness. It's minor, but can often be useful.

* Deadland's style walkin' dead are generally a cut above those of most 
d20 settings where they are mooks. They're still intelligent enough to 
be fully capable of taunting opponents and similar. This can be used to 
great effect, possibly.

* He can hurt the undead, but killing the boccor or necromancer leading 
the bad guys is still sinnin'. I assume d20 uses a variant of the 
sinnin' system? Hopefully, it has the optional idea from Fire & 
Brimstone where even if the roll is made and faith is not lost, the 
Blessed still gets slappeed with a temporary loss of all powers.

* You mention he's deluded... You might want to explain this. Don't let 
him use a mental condition as an excuse for insane acts!

* And have fun with it. You're the marshall, and as such you are in 
charge.
