You're the Marshal, it's your call. =)  With that standard disclaimer
in place, the rulebook DOES indicate that they should be given chips
for good roleplaying, innovative solutions, playing hindrances well,
making the marshall laugh so hard he shoots milk out his nose, etc. 
But it's your game first and foremost.  Maybe you should tell the
posse, "well if you do X, Y, or Z more often you'll start getting
chips."
