[DL] Where's the rest of the smoker

I just picked up way of new scientist and love the new class the smoker

I do have two questions

1. Why is it classified as a prestige class when it is so obviously a 
core class?

2. Where the heck is half of it.  Its missing the explanation of the 
abilities?  While I can probably cobble together the gist of it. at the 
very least they should say (same as mad scientist) or same as the feat 
for continuity purposes.
