I've got the second edition softcover.
It's on page 137, in the section talking about the
Wild Southwest.  It's mentioned during the second
fight at Adobe Walls in '74.

The Indian Shaman, Isatai had a vision.  He said he
had been shown how to make a shirt that could repel a
white man's bullets.  Isatai's chief, Quanah Parker
wanted revenge for the hunters' slaughter of the
buffalo and decided to use the shirts in a raid on the
new camp at Adobe Walls.

In short, they were suppose surprise the town in the
wee hours of the morning, but a saloonkeeper found out
about it and awakened the town with the story that his
support timbers were about to collapse on his saloon.

According to the account, the raid was successful AND
so were the shirts.  Apparently, they did what they
were supposed to.  The only problem is that there are
no stats for them as relics.
