The answer is that Richmond is STILL the capitol.  With the burning dead and
nightwatchers being what they may, the capitol still stands.  Lone Star's
still says "The Capitol" in regards to the city of Richmond.  I guess the
South will rise again, and keep rising as long as the Reckoners maintain
power.  The Fear level is at a steady 5 and the fire lines were kept.
