Instead of giving them a concrete penalty like reduced fate chips or
hindrances, why not roleplay it? Let the party's reputations precede
them as the tales of the gunslingers who got the limbertail (TM Jim
Ross) starts to spread. If they give their names in saloons in the next
few towns, they may get laughed at. Folks will buy your newspaperman
drinks while telling an ever increasingly inaccurate tale which after a
week or two will be him destroying a train full of undead alone while
the rest of his party whimpered in the bushes. People may be reluctant
to hire them for missions, due to their supposed cowardice. After a
while or after they move past a certain mile radius away from the story,
they will lose this problem. But I'd let the old "Coconut Telegraph"
that Jimmy Buffett used to talk about teach them the lesson for you.

Strange are the ways of war and
death, in that one laid low on the field by a Sword of True Steel or a
Floppy Hat is, nonetheless, equally dead.

even in its best state, is but a necessary evil;
in its worst state, an intolerable one.
