Not exactly.  You are right that you can't stockpile the points, but you
also can't save the favor.  Once a shaman generates Appeasement and asks for
the Favor, it immediately goes into effect.  This is why many Favors have
such long durations.

The real key to shamans is the Guardian Spirit Edge from Ghost Dancers, as
it allows the "storing" of Appeasement Points.  Also, there are a couple of
"instantaneous" rituals that would allow a shaman to request a Favor
quickly.

Otherwise, a shaman just has to manage his time very wisely.
