As another suggestion I'd consider for a new campaign, don't allow 
Arcane Backgrounds on the initial round of characters. Allow them to 
learn them in-game, but don't make them available at the start.

This means less rules to deal wih at start, and lets the characters 
descend into the weirdness.

Of course, Replacement characters may be allowed to start with ABs.

Also, another list member had a great idea a few months ago... He or she 
runs a basic scenario using template characters or other pre-gens 
without any real weirdness or heavy firepower. The characters then go 
through a 'Dawn of the Dead's style experience and likely don't survive.

This way players can see first hand how the skills work and set their 
priorities when making long-term characters...
