well, you're trying to compare the TN for a "wild"
shot versus the target number for a "called" shot
in both instances, the midget still gets the -1 to be
hit
let's look at the numbers again, but differentiate
based on "wild" and "called" shots

"wild" shots
shooting at a Size 5 character = TN 6
shooting at a Size 6 character = TN 5

"called" shot to upper guts
shooting at a Size 5 character = TN 8
shooting at a Size 6 character = TN 7

even if a character's Size is represented by missing
anatomy, a called shot is a manuever that involves
aiming for a specific area, hence the penalty, and
applies to both character's being shot at

I think the rules work just fine in either case
