[DL] d20 Fear Checks

Fear is handled according to the rules in the PH.

It is unfortunate that no Fear Table was added to the HoE d20 book,
because there are no rules in the PHB for handling a fear check
situation. Nor are there rules in the DMG for fear checks, because they
don't fit the fantasy genre.  There are however, bits that will allow the
industrious to make their own fear tables (see DMG p.84-85 under
Cowering, Frightened, Panicked, & Shaken.)

Here's a Fear Check House Rule  we use for Deadlands d20 and Weird Wars:

The Marshal rates the scary situation with a Will save DC of 10-25.
Fail by 1-5 = The character is Shaken.
Fail by 6-10 = The character is Frightened.
Fail by 11+ = The character is Panicked.

A natural "20" earns the character a Fate Chip. A natural "1" results in
a minor heart attack.  Fort DC15 or 3d6 temporary STR & CON damage (that
returns at a rate of 1 point per hour, unlike the usual 1-2 points per
day.) Zero in either ability means the character has died. After the Fort
save is made (whether successfully or not) the PC is stunned for one
round, then the appropriate fear state kicks in.

Fear states last until a secondary Will save against the original DC is
made. Each save is a free action, though only one is allowed per round.
Secondary Will saves resulting in a "1" or "20" have no further effects.
All fear states end when the scene is over.
