That may be a house rule of his, because according to
the books you CAN'T buy a stat above D12, ever.  And
even if you could spend your Vet points on it, you
don't have enough.  Raising an attribute costs three
times the new level, so to go from d10 to d12 is 36
points.  I can't even imagine what the D12+2 would
cost, but 15 points won't cut it.

Certain things will raise stats temporarily, like
alchemical formulas, and other things can make it
permanent, like...
