I kind see it like this The Rating of the Fear level is how much people are 
afraid,  the number of people determine how big the Effect is.

My thought is that if a small group of people(less then 6) were extremely 
afraid of one room in a house,  that room could techincally be a tiny little 
deadland.

At least thats how I see it
