Essentially, yes. At your discretion, Marshall, a player who is making a 
Harrowed character during character creation CAN start with a small 
allotment of powers (see Book o' the Dead for info). However, if said player 
gets Harrowed the old fashioned way, he's got to earn them nifty powers.
