I think the book you're thinking of is The Black Circle.  This only really deals with two of the rail barons.  However it is a great book especially if you liked Gamorra.  Depending on the time frame you want to set your game in, the 1877 update has tons of info on the railwars, but is really only usefull if running your game in that time, which wouldn't be a bad idea since your using the older book.  The other book that I'd recomend would be the great rail wars book, it's more up to date.  This is intended for the GRW mini game, but makes an excellent soucebook if your going to be dealing with the rail barons.  Make sure you get the book and not the boxed set as the boxed set is not as usefull for the roleplaying game.
