The easist way to get from point a to point b on this is to use a Bullard 
Express($30, originally made in 1872. However, it's not a lever action rifle. 
There aren't any listed lever action rifles with above average damage.) 
Extend the barrel twice(30 dollars), add 3 dollar sights. Ghost stee-lize the 
whole thing, triple the cost. End bill, 192 dollars, several weeks of 
construction. Of course, that doesn't meet the exact specs. 

To meet the exact specs, you ought to get a Winchester '66 ($20, guess when 
it was made.), add the extra barrel length for 30 bucks, then tack on the 
sights. From there, you use magnum ammunition from Collegium, and pay Hell on 
Earth prices for ammunition. Also, since under the description of ghost steel 
guns in law dogs, it states the exploding bullets Do still inflict damage, 
you'd probably want to get magnum reinforcement. You're looking at $159 
dollars without reinforcement, $384 dollars with reinforcement. Also, if you 
only want 10 rounds, just saw off the under-barrel magazine a bit. (but I 
don't see why you'd do that.)

But if you're actually asking about Production-grade rifles, no one, even 
invented characters or corporations, has any large production line that makes 
ghost steel, Long Range, High-power repeating rifles. The problem are thus- 
1.)From a military standpoint, Ghost steel in anything but Steam Tank or 
Naval Armor(gotta protect the belly button) is a waste of ghost rock. Also, 
ghost rock, in large quantities is often hard to come by- In their own 
territory, The USA and CSA would probably consider that to be "rationed 
materials", meaning that if you got it, the army will take it from you. Gotta 
keep the steam tanks rolling. Also, 2.) It's clumsy. The long barrel would 
make it a difficult weapon to use sometimes, despite that it would be a 
superb Bayonet weapon(at that length, you've basically got a spear-defensive 
bonus 3. but bayonet fighting is probably rarer now)  3.)It's too expensive, 
too hard to construct, and In order to equip anything but a select few with 
the rifle, there would be a period of Logistical chaos, As army 
quartermasters would have to switch over the existing Rifled Musket and And 
Cartridges, and all Extra stores of rifles and ammo. 

but still- Soldiers are welcome to buy their own weapons- on a salary of 13 
dollars a month... minus food....
