Pretty much my thought.  Spend your fate chips on your dodge.  And if he
uses this a bit, buy up your dodge.

But to answer your other question, there are powers that reduce someone's
traits.  PC's can have them as well as bad guys.  Unless of course your
Marshall isn't allowing some arcane backgrounds.
