greeting or is it a Tontoism like "kemosabe"?

That's a toughie but among most urban primativsts who follow Amerindian
paths the greeting is more of a Hoh! Spoken like you're recognizing
somebody's presence or authority or agreeing with them so there's an
underlying nuance that the speaker is assuming a somewhat diminished or
subservient position.

If "injuns" are playing an important role in your Deadlands game I strongly
suggest you invest in a few books chief (pun!) among them the American
Indian Almanac and Spirit Warriors of the Plains which is not only
beautifully illustrated but also jam packed with all kinds of useful
snippets.
