Yep. Just after I posted, I realized that there was something wrong with
the scenario. 

But, that part of the example aside, I still think Refocusing is useful
enough not to be called "useless." For example, even though the wizard
ended up doing something illegal, he was still able to do *something* the
round before. It's tactical advantage may not have as great given that he
couldn't legally move twice in a row, but it still had some potential to
affect the course of the combat.
