It means one-half/50%/(1/2) the damage negated. So,
if the Two-Gun Killer takes 24 points of damage and
spends a couple of red chips to negate it all, 12
points of that damage sails on to smack somebody else
(perhaps in sensitive location like head/gizzards).
Incidentally, it's the damage that sails on, not the
wounds. 12 points of damage doesn't sound like much -
until it smacks into a Size 3 little kid...
