Yup (to both comments).  Although I'm a LST (pronounced "list") Monkey,
about three-quarters of the way down the food chain, behind all the
coders and the really good LST writers, all of us volunteers.  That's
the nice thing about PCGen - you don't have to know the first thing
about programming to help out.  Effectively, all I do is data entry in
Notepad (the basic text program that comes with all Windows OS's),
following syntax defined by the coders.  Easy as pie, once you figure
out the basics.  Heck, I wrote most of the Deadlands files by
overwriting existing files.  Come on over and take a peek, if you get
the notion.
