You pretty much hit the nail on the head!
From what I *ahem* understand, early Deadlands D20 rules deviated highly from being "standard" D20. About the same time, feedback began coming back in from other systems that had deviated hard from the "standard" were rewarded with poor sales, (and pushback from distributors to create D20 games that more closely adhered to the standard), so there was *definite* push to pigeon-hole the game into D20 rather than have the game loosely reference the system.

Suffice to say that this was something I *heard* was in the earlier Deadlands D20 manuscripts...
