In the Weird West, a few steam powered Gatlings can get up to 6 or 9 ROF,
IIRC.  However, you don't often have to worry about recoil from these, since
they're hugely heavy and require a large steam source... like a train or
tank/armored steam wagon.  Not something you'd walk around with.  Being
securely mounted to the side of a vehicle takes care of recoil.
(Personally, I'd disallow something as flimsy-sounding as a "tripod"  to
hold up a steam powered Gatling.  But that's me and my game.)
