          The main goal of the Rangers and the Agency is to keep general knowledge of the Reckoning from the public.  Running to the local law and telling him a big monster is coming to eat his town unless he helps isn't keeping the Reckoning quite. Either have someone die by supernatural means and have the ex-Ranger be the prime suspect and staring a lynch mob (maybe suddenly spring the Black Out thing {mysterious past or VoWW?} on him while a noseferret or werewolf is around). Or his former Ranger friends will come calling, asking him to stay quite or they'll plug him.  If the lynch mob route: remember that the character is a former Ranger.  He cannot kill people and claim it was a Confederate national secret he was protecting anymore. Also remember, for the lynch mob, whose going to believe he has black outs and isn't the killer? Or let him escape but then give him the outlaw hindrance (either the townsfolk have hired bounty hunters to look for him or the Rangers consider him a liability).
