[DL] Alternate starting character points

Could someone check my math on this - but on the suggestion that people get 
bounty points equal to their starting (Smarts+Cog+Know * 3) - doesn't that 
just give people more skill points overall.

On the book way to create characters, 1 point would equal 1 Skill 
level.  But that 1 point would be converted to 3 bounty points, which would 
give 1 skill level with 2 extra.

2 Points core = a level 2 skill or 6 bounty points.  6 Bounty points equals 
a level 2 skill with 3 points leftover

3 points = 9 BP = a level 3 skill with 3 points leftover

4 points = 12 BP = a level 4 skill with 2 points left.

Breakeven comes at 5 points - 15 BP = a 5 point skill.

All edges are breakevens as well. (1 point = 1pt edge = 3 bounty points = 1 
point edge).
