 Well, anybody can hire them, so they would advertise, have offices that
 anybody can visit, and so forth.  They do plenty of undercover work, though,
 so they probably wouldn't carry badges in those situations.  They're just
 a private investigation firm, it just happens that one of their clients is
 the US government.

 A bit to the west of the Golden Circle there's the Traders' Quarter, and
 to the west of that again reaching as far as the docks is the Docklands
 area (can't remember what it's actually called though).
