Yep, this is one of the reasons they started the severe limits on number of
ducks harvested.  From what I have found, you would rattle the oar to make
them nervous, then blast the whole flock.

Imagine using a similar gun on a maze runner.  Of course, the dragons would
probably just be irritated.
