Buy Black Circle. Maybe you'll start to like Bayou Vermillion, and it has 
information on Black River AND the Whateley Family. The Cackler, if I recall 
correctly, is an ancient evil being that's been around a very long time. It's 
very evil.  Black Circle didn't really talk to much about it.
