You are correct in that boilers were sealed, that's why boiler explosions were so destructive, scattering lots of gooey red person parts for great distances. The boiler did not contain all of the water, only that which was to be boiled at that instant, the rest was kept in the water tank. Now for this topic I liked the idea of the sealed system. Very, very primative air conditioning did exist at the time. There were even a few large cities which advertised "Machine made Ice". So the idea of radiator and condensor systems did exist and could be used to retain the water for a closed system. Now if you had a catastrophic failure though....KABOOM.
