I'd remove the -10 if they are firing at the swarm. 
The bullet will at least hit one rat.  The exception
would be if they were targeting a specific rat, then
use the -10, but remember alternate target rules for a
miss.  The other exception would be if they are firing
at a swarm which is on someone and trying to avoid
hitting that person.
