I would say (even if it is not a rule) that you may trade a card with no
return. After all, if you are the one who looses actions of your own choice,
it seems fine to me.

Of course, if the guy has no cards because he failed a terror roll, he might
well not be able to act anyway, because the terror made him /loose/ all his
cards this turn. Giving him more might be a loss. And no, the player may not
know this before. He should learn it the hard way...
