Do the other marshals allow "pop-up" attacks (or use them)?

that i mean is, a character step around the corner, fires a shot, then steps 
back.  This uses a couple of yards of pace, with without getting a raise on 
an interrupt attempt, the person under cover can do this quite effectivly.
