Manitous don't realize why they're doing the things they do.  They're
being used by the Reckoners almost as much as the South is (kidding!
McGlothlin, put down the bat...).  The Reckoners want fear, so they set
the manitous loose to wreak havoc and to transport bits of fear back to
them. the manitous naturally do some things that seem counter-productive,
like killing a lot of people from time to time and bringing heroes back
from the dead, but that's just because they don't know what the higher
purpose is.
A good question is: why do the Reckoners not tell them why they're doing
this stuff?  Maybe a particularly clever manitou could figure out how to
use the fear for its own ends and start taking power away from its
masters....
