Here's an idea. How many people died building the canal? I don't know
either, but someone must have. Maybe they were lost in the canal itself and
never retrieved. Maybe they carried a grudge against the builders and have
transferred that anger to people who use the canal itself. And I'm sure with
a creative twist they could be used as undead or tools of a master in order
to cause the party problems. You mentioned that the canal is only 4 feet
deep. Weeeelll, aren't most men at least 5 1/2 feet tall? So any boat
traveling down the canal would be vulnerable to a group of human sized
critters that wanted to either stop the boat (if it's small enough) or climb
on board (especially if they're traveling at night).
