Actually you could always looks at the flip side of the coin and say, The South
never had a chance, so without the reckoners keeping the North from stomping the
south flat, The South wouldn't have stayed a nation as long as it has.  Ergo,
the North gets more attention from the Reckoners, keeping them down.

Also, I think in Waste Warriors, HOE, they said that the North was a lot
gloomier then the South.  The North always seemed to be a Country under siege,
with enemies to the North and the South, whereas the South was a much brighter
country, a country that had won it's independence.

How does everyone else view this?
