Hangin'.  Utah is, in their minds, the State of Deseret, an independent
country.  The Confederacy recognizes them, but as far as the Union is
concerned they're technically a state in rebellion.  They wouldn't exactly
look kindly on this, and the Marshal's authority wouldn't be recognized
where he was.
