Well, you can get it as a starting character, if you draw a joker during character creation - then draw a '10' I think.  That allows you access to one level of a harrowed power.

Why do I know this?  Well, one of my posse members has this trait.  He is a former circus strongman.  I gave it a little hitch though - he is bald, and he MUST keep his head shaved every day else he loses his strength (he thinks just the bonus - but it will drop to a 1d4)  Sort of a reverse Sampson.  The interesting thing is that now he is turning towards becoming Blessed.  I think it would be great to work this into his blessed quest.
