In the rules, this is valid for armor given by cover. So, if the character
wears an iron plate, it won't be this good. Technically, what the iron
breast plate might do is stop the bullet, and transfer the penetration
damage (wounds) into impact (wind). but it won't help to prevent the bullet
of hitting, because the armor is worn too close to the body.

So, this is not a good deal. If a players wants to tinker his own armor,
look at the mad scientist's bulletproof vest. It offers two points of armor.
What a character may tinker without mad science is not as good (so, it would
be armor level 1) and will not last (after one or two shots, it would fall
apart).

Explain to the players this is for armor for cover, because cover will
deflect the bullet BEFORE it hits the body. An iron breastplate might stop
it the first few times, and then be useless. But it will not deflect the
bullet enough to prevent being hit.

Well, enforcing some nimbleness penalties (obviously), and using what I
explained is a good start. You may also ask them to actually learn the
Armorer skill before allowing this kind of armor.
