OK.

In DL, the weird stuff has been happen for 13-15 years (depending on if 
your in 76, 77, or 78).

Unless he is less then 15, then, it is pretty far out of the question 
unless YOU make a strong exception for your world.

That is the first problem

Second, fly from being raised by one...uh, not unless you really want 
to.  How do you "teach someone to fly"?

Me, I'd kick his sorry butt out and not invite him back.
