As I have built a few sites in my day, I can say that Netscape 4.x does wierd things to some webpages.  However, if you view he same page in Netscape 3.x or Netscape 6, it looks fine.  You might want to upgrade to Netscape 6, or otherwise it needs to be tweaked and tested in Netscape.
