Actually the Rangers are not involved....  Instead some "men" hand picked by Davis are trying to perform the clean-up.  I figured that the Rangers would not cotton to such antics like kidnappin'' a man's family, and then puttin' him down when he protests.  The Rangers are too free willed to handle a "sensitive" job like this.

The Agency is involved in two ways - 1) They want to get thier hands on this MS Tech - or at least stop it from coming to fruition.  They do not know EXACTLY what it is, but have figured out that the Brits are somehow involved, and this worries them.  2) They have a rogue agent (now a full fledged "man in black") who has taken it upon himself to stop the Tech by any means possible.  Even if that means killing tons of innocents, summoning horrors from the Hunting Grounds, spreading rumours of the posse's "evil" deeds, whatever.  He tends to raise the fear level wherever he goes, and has to be stopped.
