  It's a rule from the original, pre-revised edition of Deadlands. 
IIRC, you could spend wind to get an additional d4 added to your pace. 
Of course I don't have my books here at work *mumble grumble* but
that's the gist of it.  I don't recall why it was removed from the
revised edition, either, though I do believe that's in the accumulated
rulings.
