It's still on hold.

Though - while I am playing 3rd Ed. AD&D - I don't think of it as the 
be-all-end-all of systems.  - but I don't understand how a book that 
doesn't modify the setting or official rules in any way could be "bad".

It's not like the D20 system will replace the DL system, any more than the 
Gurps book will replace it.
