[DL] High Noon ranges - not halved

Hey there,
         The ranges for High Noon are the same as they were in GRW.  The 
ranges listed on  the troop card (and all subsequent ponderings since) on 
page 10 are incorrect.

I'll get the corrections to the accumulated rulings up today.
