That was James Buchanan.
He was a really 'go along to get along' (in other words: Weak) President, 
who was more interested in getting out of office before the Nation erupted 
in war, than he was about doing anthing to prevent it.
After he left office, he just faded away.  I don't remember reading anything 
else about him after his presidency.
