[DL] need a quick blessed ruling (Goff)

Quick question I need answered in preparation for our tuesday game.

In the Players book is states that a blessed starts with a number of
spells, one per each level in Theology and Faith.  Keyword being "and".
I always thought it was the higher of the two.  Does this mean that a
player can start with 10 miracles / gifts or is this a misprint?
