IIRC, it's 1 extra card at 1st and 2nd, 2 extra Action cards at 3rd and
4th level, and three extra cards at Level 5.

No. Unholy Reflexes allows the Harrowed to suqeeze in extra actions in a
round. They just get a number of *extra* action cards per round. They're
stuck with whatever they get. They don't get to trade in cards like with
'Level-Headed'. 

They just get extra cards that they can draw *per round*, -provided that
they spend 1 action to activate the power-. Meaning that if the Harrowed
has Unholy Reflexes at Level 3, they can spend one of their actions to
draw 2 extra cards only once in that one round.
