Allan's pretty much already answered this, but I thought I'd answer as well
since my name's on the header. ;-)

Pretty much there's a typo on the power; it's always on. Second, the
Harrowed doesn't get an extra card for every level in the power; he gets 1
at levels 1 and 2, 2 at levels 3 and 4, and 3 only at level 5.
