It's amazing how this list and the Deadlands Forum
seems to have the same questions raised at the same
time. Anyway, to steal John Goff's thunder, here's a
response he made to a similar question:

We found ROF 2 weapons, since they don't fire "burst"
are actually statistically better than ROF 3 weapons
(slow automatics). It's much easier to make two rolls
against Fair TNs than to get a raise (or two!) on a
Fair TN with a single roll.
What we're going with is basically making ROF 2
weapons work the same as ROF 3 weapons. IOW, if you
fire two shots, you need a hit and a raise to get both
to hit. If you only get a hit, the second round
misses. Roll hit location separately for both. You can
make a called shot on the first of the two rounds, but
(for now) the second is a random roll.
The main difference, and it is an advantage, between
an ROF 2 and a weapon with a faster rate of fire is
the ROF 2 weapon can fire only a single shot if the
user chooses. Higher ROF weapons _must_ fire in bursts
of 3.
